In New York, the sale of dogs, cats, and rabbits in pet stores is prohibited.
On Thursday 15th December, New York Governor Cathy Hochul ratified the Puppy Mill Bill: selling dogs, cats, and rabbits at pet stores is now illegal. People who sell animals that were born in their homes, however, will not be impacted by the new regulation.

Local pet shops have until 2024 to abide with the new regulations. A puppy factory is often constructed to breed as many domestic animals as possible. There were continous complaints about people interfering with the health of animals due to those shop sales.

A restriction on the selling of pets, according to Governor Hochul, would assist to safeguard animal welfare. Hochul remarked that New York's dogs, cats, and bunnies deserve to live in loving homes and get decent treatment. The destruction of puppy mills represents the victory of love against a cruel industry's horrors as playing with them has evolved into a source of revenue.

More than 2 million dogs are kept in USDA-licensed puppy mills throughout the US purely for breeding, according to the Humane Society. A Humane Society estimate claims that 2 million puppies raised in puppy mills are sold annually in the United States. To stop these puppy mills, this law was implemented.

Puppy mills have been outlawed in other states before New York. California became the first state to enact this legislation in 2017. In 2020, Maryland likewise enacted similar legislation, and Illinois did the same in 2021. Pet advocacy organizations in New York have long demanded this.
They claimed that before being sold to the stores, animals are raised in inhumane ways.
